Could be (but I doubt it) that the screen above your petcock is foulled low enough to let you burn the top end of the tank, and high enough so that it isn't interfering with reserve. Just a thought. DDD's idea sounds more likely, but why buy an new petcock when a little cleaning might be the answer.
